John Baird, minister of Transport, Infrastructure and Communities, says when he was assigned to the portfolio, in 2008, Prime Minister Stephen Harper told him there was a need for speed because much of the government's $35-billion stimulus package would flow through his department. Mr. Baird said it might not be a "big-picture vision," but he's proud of what he says are considerable improvements that have been made to Canada's basic infrastructure...
